I know to give + rep you click the ying-yang. But there is no ying-yang under the persons name, but there is one under mine?

Thats because Tom-E said 'god, what a gay name, he isnt allowed to give rep.' and your computer is cursed for ever. even if you make a new account, it wont work.

Its because you haven't been active for 5 months yet. You joined the 19, so you have to wait till the 19th of Oct. I think. I don't really know.

people were giving it out back an forth, rep for rep, and the system was being abused.

yeah, you need to wait for 6 months of being an active member, no on and off, and you also need to get 500 posts, and then, you will be a respected member. once you are a respected member, you will be able to give rep. ok? you get it now?

The whole 500 post thing is kind of dumb. It would just encourage members to try to bring their post counts up by saying stupid irrelevent things in topics. I think if a member has been here for over 6 months and wants to be able to give out rep, there should be a spot in the member's area of the user cp and the person applies for it and a pm is sent to the guy in charge of rep and respected users and can approve it or not

Note: You must need a reason as well

But this idea will never work most likely simply because it would be too much work for the mods or whoevers in charge

and hey, you arent respected and already 2 gems? man, you must be a pretty good member, it took me all this time to get 3 gems, and ive been here for quite some time now. oh yeah, only 22 more points till 4 gems for me.

but yeah, dont just post stupid comments and stuff in order to get to 500 posts, thats not smart. when you get respected, you get respected.

it depends on how much rep you have. you can ask the person how much rep you just gave them if it is that important.
