My friend wants a deck

Ok my friend is practically just starting skating and he wants a blind or an element. I told him not to buy something thats too high of a levle for him. So i told him to get a blank or my local shops deck. He is saying no so tell me, if you can ollie an inch, and manual for like half a second, what do you think is good for his very starter levle?
