I open a new file, make the dimensions much biger than I need. I open the 2 photos, edit as necessary next to each other, copy and paste them in to the new file. Arrabge and crop to size.

Make a new document, look at the size of your original photos (mine are usually 3000x2000 or something) and then make a canvas that is like 9000x9000 or something, basically, oversized, so you have alot of room to work in, lining things up.
To change the background color, you can either do a fill, or, click the layer, blending properties, there will be one for color, and choose your color from there.
just use the move tool to arrange and size things, add text wherever if you want it, and then just crop the excess.
