It's because they're too pathetic to figure out how to make one theirselves, so all they say is 'cool background, writing' because they don't know the proper terms for it.

ok fine i want a pic prefrably of skating i.e ragdoll or dan cates or summin then just skataholic and i can't do it myself because i need admin privlages to download stuff o ye and am no noob
