the gift certificates are to online shops... we did the "shop of your choice" because that way if your from austrailia you dont end up paying $50 for shipping... you can just pick an online skate shop based in Australia instead...

I too live in Canada, and typically I buy from american stores... shipping sucks, but theres not really any good canadian ones I'm aware of... There are Ebay stores for Canadians that are good for blank decks and stuff tho... and I'd have to look into it once someone is interested, but I beleive I Ebay has gift certificates in those amounts...

Because it is more convenient for the person who wins to pick which shop is the best for them. Making it only valid for certain stores in certain areas just makes it more complicated than necessary.
